Background of ITQ This ITQ shall call for Participating Vendors to quote for the Provision of Master Trainer, trained Facilitators and programme-related services and materials for the delivery of the cognitive activity component of a multi-domain active ageing programme (AAP). This AAP, co-developed by AIC and its partner, targets seniors with Clinical Frailty Scale (CFS) score of 3 to 5 at/through Active Ageing Centres (AACs). All programme content materials (excluding materials to be reproduced for use by participants) and training will be provided by AIC/its partner to the identified vendor. The multi-domain AAP: · Focuses on mental stimulation and engagement through cognitive and physical activities; and · Aims to raise awareness and increase knowledge of cognitive health, while enhancing participants’ self-efficacy in carrying out daily tasks. The multi-domain AAP will be piloted at/through five (5) AACs designated by AIC across Singapore. The Vendor shall be responsible for delivering the cognitive activity component of the multi-domain AAP to all assigned locations. Each programme run will comprise 16 sessions delivered over an eight (8)-week period, consisting of: · Eight (8) cognitive activity sessions (scope of this ITQ); and · Eight (8) physical activity sessions (not part of this ITQ scope). This ITQ pertains solely to the pilot phase, comprising five (5) programme runs (one run per AAC) of cognitive activity component. The physical activity component is not within the scope of this ITQ and will be delivered separately by AIC’s partner/vendor. Note: AIC has plans to scale this programme to more AACs over the next two years. AIC will call for another round of procurement for the programme scaling after this pilot ends. Eligibility Criteria Vendors shall fulfil the following eligibility criteria: a) Attend the compulsory vendor briefing session. b) Shall not be debarred currently from participating in AIC’s procurement. Proposals submitted by Vendors that are being debarred on or after the closing date shall be rejected. c) Shall provide a Master Trainer who is a Singapore Allied Health Professions Council (AHPC)-registered Occupational Therapist and holds a valid Advanced Certificate in Learning and Performance (ACLP 3.0). Compulsory Virtual ITQ Briefing A compulsory virtual ITQ Briefing will be conducted on 1 October 2026 at 2:00pm (SGT). Failure to do so will disqualify interested Participating Vendor from participating in the ITQ. The ITQ briefing is limited to a maximum of TWO (2) attendees per Participating Vendor. Please refer to Invitation to Conditions of ITQ for instruction to register for ITQ briefing. Do register your interest for the ITQ briefing by 30 Sep 2026, 12:00pm (SGT). Clarifications of ITQ Suppliers are to send all clarifications to Buyers’ business email. Clarifications shall not be sent through other channels, such as Ariba Discovery Q&A or Event Messages as this will result in suppliers not receiving response. Any clarifications must be submitted officially via email to AIC latest by 7 Oct 2026 before 5:00pm (SGT). Any queries after this date will not be entertained.
