09 October 2026 Dear Sir / Madam REQUEST FOR PROPOSAL NO: IMH-RFP-FMES-FY26-115 RFP FOR REPLACEMENT OF WATER TANKS AT BLOCKS 3,4,5,6 AND 7 AT INSTITUTE OF MENTAL HEALTH (IMH) We are pleased to invite you to participate in a Request for Proposal (RFP) for the above mentioned project, according to the terms and conditions stated in the RFP document, comprising: Section 1.2 - Conditions of Request For Proposal Section 1.3 - Standard Conditions of Contract (SCC.1) Section 1.4 - Specification and Scope of services Section 1.5 - Compulsory Supporting Document Required Section 1.6 - Contractor’s Profile Section 1.7 - Price Proposal and General Notes Section 1.8 - EHS Policy Section 1.9 - IMH House Rule Section 1.10 - Appendix – Protection of Classified Information Section 1.11 - Incident Report Template Section 1.12 - Non -Disclosure Undertaking Section 1.13 - Green Procurement Annex A - Photos of Water Tank Institute of Mental Health (IMH) shall have the option to award the products/services RFP in parts or in full. Completion timeline: All works must be completed within 14 (Fourteen ) Months from the date of Purchase Order including mobilization period and obtaining the relevant Permit to Work (PTW). period (inclusive weekends and public holidays) upon receiving the PO, unless agreed by IMH for extension. The RFP Documents are to be submitted through the Ariba e-Procurement System. The closing date and time for submission is on 03 November 2026 (Tuesday) 5.00pm sharp, (Singapore time). RFP Requirements that contractors have to comply with: 1) Compliance to RFP specs, Master Service Agreement, comply with GreenGov.sg requirements. 2) BCA (tender limit) – BCA CRS ME12 Plumbing & Sanitary Works, financial grade L3 or higher . 3) Tenderer shall nominate a valid PUB Licensed Plumber responsible for all regulated water-service plumbing works associated with the project. The LP's name and current licence details shall be submitted with the tender. We allow the LP to be either: a. employed by the main contractor, or b. an appointed specialist subcontractor. 4) Tenderer and proposed subcontractors shall not be disqualified under the prevailing Safety Disqualification Framework where applicable. 5) At least one successfully completed comparable potable-water tank replacement/installation project within the past five years, supported by documentary evidence. 6) Safety Plans including activity-based Risk Assessment Form (in accordance to Ministry of Manpower’s requirements) and aspects & Hazard Identifications (safety and environmental), where applicable. 7) Compliance to Healthcare Service Act (HSCA) ABOUT SINGAPORE'S HEALTHCARE SERVICES ACT (moh.gov.sg) 8) References / Track Records with hospital experience (Current & Completed) (Descriptions: project details, clients’ contacts, project values, completed / to-be completed dates, Key Performance Indicators (KPIs), Quality Assurance Plan and Programme etc) 9) Participating Vendors preferably to be professionally certified & licensed; and have experiences in related jobs in healthcare industry and have good track records. 10) Any other compulsory supporting documents required by Singapore Regulatory Bodies 11) Incomplete submission may be rendered invalid RFP Briefing IMH Security Pre-Clearance for Visitors Form are required for submission by all participating vendors to us latest by 14 October 2026 ( Wednesday) 12noon to

Contractors who fail to attend the briefing or site show-round will not be eligible to participate in this RFP. All participants that would be attending the site show round on 20 October 2026 ( Tuesday), 10 pm are required to along your surgical masks and don them on site at all times. Each Company will be allowed only 2 ( Two) representative . All enquires or questions regarding this RFP and its content shall be submitted officially via e-mail to MMD latest by 27 October 2026. Any queries after this date will not be entertained.
