Posting Summary Agency for Integrated Care (AIC) is inviting agencies to participate in a two-stage selective tender for the appointment of a Lead Integrated Communication Agency. The appointed Agency shall act as AIC’s strategic and creative partner and its single point of accountability for the communications portfolio within the agreed scope. - Stage 1 eligibility is a pass/fail gate, separate from weighted shortlisting. Agencies must meet all mandatory eligibility requirement to proceed for scored assessment. AIC, supported by its independent consultant Ebiquity, will evaluate eligible submissions against the criteria in section 5. - Under the proposed approach, the five highest-scoring eligible agencies will be shortlisted. AIC may shortlist fewer where submissions do not meet the required standard. Shortlisting is not an award or a guarantee of appointment. Only shortlisted agencies will be invited to Stage 2. Where two or more respondents obtain the same overall score, the respondent with the higher score in the highest-weighted evaluation component shall be ranked higher. If the tie persists, scores in the subsequent highest-weighted evaluation components will be considered in descending order of weighting until the tie is broken. The appointment is intended to achieve the following outcomes: • Strategic ownership: develop, steward and refine an overarching communications strategy, with consistent strategic direction across audience segments, programmes and campaigns. • Creative governance: maintain brand consistency, creative coherence and audience relevance across channels, formats and delivery partners. • Delivery accountability: coordinate the end-to-end process from briefing, planning and creative development through production, deployment and evaluation. • Integrated delivery: provide leadership and delivery across Strategy Development; Creative & Execution; Video & Animation; Social Media; Events & Activation; Media Buying; Media Engagement & PR; and Research & Measurement. • Transparent cost and performance management: provide clear, itemised commercial submissions, consistent reporting and practical recommendations that improve delivery and communications outcomes. • Outcome-focused delivery: achieve measurable communications outcomes through the effective integration of strategy, creativity, content, media, stakeholder engagement and optimization, while continuously improving effectiveness through insights, evaluation and learning. An Agency may participate as a single integrated agency or as a Lead Agency supported by a named specialist consortium. In either arrangement, one Lead Agency shall be responsible to AIC for the full agreed remit. Representatives should arrive at least 15 minutes before the briefing for registration. The briefing will commence promptly at the stipulated time. Representatives who arrive more than 10 minutes after the stipulated start time will not be admitted, and the Applicant will be deemed not to have attended the compulsory briefing.
